LocNet 2025 | Gender Engagement Activities in Focus Countries | Philippines

A1.3 Consolidating and finalizing the national strategies for the gender integrative approach in the focus countries. 

Activities

  1. Engage and support processes and initiatives (national consultant) to develop a national strategy for the Philippines on gender integration.
  2. Review and provide gender responsive inputs on the strategy document for the Philippines;

Outputs

  1. Strategy document for the Philippines with clear gender integration component
  2. Identified key stakeholders in the Philippines which would lead gender integration initiatives component of the national strategy.

Outcomes

  1. Clear commitment of Philippine stakeholders on the gender integration component of the strategy document/ action plan.

 

A 1.7 Provide gender-specific capacity building, sensitisation and mentoring for support organisations and their communities within focus countries. This includes various strategies for community engagement, movement building and knowledge and learning integrative approaches such as: solidarity circles, training of trainers, referral systems and in person exchanges.

Activities

  1. Hold a ToT for PRRM and local women champions on digital security and digital literacy trainings; 
  2. Support PRRM and PCAi/Bote Central  staff and partners by holding solidarity circles with staff when needed specifically around the issues of technology and the environment and on WEE and ICT;
  3. Conduct a ToT for PRRM staff on local servers for archival and memory; and
  4. Co-development of 1 or 2 session on gender during the Philippines bootcamp;
  5. Continued engagement with Philippines stakeholders interested or already involved in gender in CCCI; and,
  6. Learning session on different tools for needs analysis in CCCI space and impact measurement tools; 

Outcomes

  1. Participants hold 1 workshop/discussion on digital security to their community.
  2. Enhanced capacities of Philippines stakeholders on different needs assessment tools (with gender considerations) and impact measurement tools.
  3. In-depth understanding of technical and other skills needs of women CN and support groups in the Philippines towards developing a more strategic capacity building intervention in 2026;

Outputs

  1. At least 30 women and 10 men participants trained in digital security;
  2. At least 50 women and men Philippine stakeholders were engaged on different needs assessment tools on CCCI and impact measurements tools;
  3. Levelled off understanding of PRRM and PCAi/Bote Central staff and partners on issues related to technology and the environment and WEE and ICT; and
  4. Mapping of technical and other skills needs of women in community network and support groups in the Philippines;

 

A 1.9 Gain a deeper understanding of identified priority thematics through the establishment of three distinct communities of practice which will promote the exchange between focus countries in regions. 


CoPs on technologies for the preservation of the environment and the earth.
CoPs on women’s economic empowerment through ICT.

Output
Concept note with defined core group of stakeholders in the Philippines to be part of the economic empowerment for ICT (Bote Central and PRRM; PRESENT members).

Outcome
Early development of Community of Practice in Indonesia and the Philippines related to gender and the environment and earth and WEE and ICT as mechanisms for learning, mutual exchange and potentially projection of impacts on these thematic areas.      

 

A 2.7 Ensure that gender-specific capacity building, sensitisation, and mentoring for support organisations and their communities are incorporated when co-designing the processes of local services and digital technologies.

Activities

  1. Identify local services relevant for women through a series of teaching webinars in collaboration with the local services team in LocNet.
  2. Conduct a series of trainings on the use of these technologies to women in support orgs such as PRRM, particularly on local services related to environmental justice,  local archiving and disaster (DRR, early warning system and first responder)

Outputs

  1. Mapping of local services needs relevant for women in the Philippines
  2. At least 10 PRRM staff and partners trained on local servers for archival and memory;

A 2.8 Support the visibility and engagement of women in CCCIs by securing the necessary resources for women to advance their engagement in CCCIs and other relevant ICT spaces for the advancement of gender responsive strategies.

Activity
Local services on climate change and resilience of farmers will be added to the CB training taking place in June as it was a direct need expressed during the women circle in February 2025.

Output
Farmers will gain a greater understanding on how to use technologies in CCCIs that are relevant to their lives.

 

A 3.5 Highlight the work of women in CCCIs in the focus countries as well as the work of the gender coordinators.

  1. Highlight success stories from community networks in the Philippines.

A 4.3 Engage in gender sensitisation within the LocNet team 

  1. Conduct a gender sensitization session for the LocNet team about gender in Indonesia and the Philippines.
