Sustainability of backhaul, the various models and best practices – whose concern is it?


About the Mentors

Penélope Partida

Penélope is an Electronic and Communications Enginner by ITESM Campus Monterrey with more than 18 years working experience in the telecommunications industry in Mexico. In 2007 she got a Master degree in Mobile Communications at Universitat Politècnica de Catalunya (UPC) in Barcelona, Spain, where besides being a student, she participated as a teacher in workshops to bring ICTs to the elderly. In 2015 she colaborated with Fundación Envia in Oaxaca through computer workshops given to entrepreneur indigenous women. And participated with Calpulli Educational Center, where the computer workshop was given to the mothers of the little students. Since 2018, she started as an external consultant for Telecomunicaciones Indígenas Comunitarias, A.C. and REDES A.C. helping them develop telecom networks for Tosepan Cooperative and other communities. From March 2020 on, she is working as Operation Manager for TIC, A.C. 


Dorothy Okello

Eng. Dr. Dorothy Okello is Dean, School of Engineering, and Associate Professor, Department of Electrical and Computer Engineering, Makerere University. Within the department, she is a Researcher with netLabs!UG, a research centre whose model is to strive for a  balanced critical  mass  of  research, innovation and commercialisation in communications and networking. She is also Director of Innovation at ResilientAfrica Network (RAN), Makerere University School of Public Health. Supported by USAID, RAN seeks to identify and scale innovative solutions that will strengthen the resilience of African communities. Dr. Okello is a Fellow of the Uganda National Academy of Sciences (FUNAS). 
 
Dr. Okello holds a B.Sc. Eng. (Electrical - First Class Hons.), Makerere University, an M.Sc. Electrical Engineering, University of Kansas, United States (Fulbright Scholar), and a Ph.D. Electrical Engineering, McGill University, Canada (Canadian Commonwealth Scholar). She is a member of the Uganda Institution of Professional Engineers (UIPE), where she served as President from 2016 – 2018 (being the first female to serve as President). She is also duly registered with the Engineers Registration Board (ERB) of Uganda, and a member of IEEE.
 
Dr. Okello is a leader with over twenty five years of diverse experience in teaching, researching, as well as conducting projects and contributing to policies including serving on diverse boards in education, telecommunications/ICT, banking and innovation. She is an activist in the area of getting more women, small-scale enterprises and rural communities engaged in the innovation for development – with an ability to understand and balance both community and technology objectives.
